BARBARA DELANEY
My Qualifications to hold this office:
Computer literate with Microsoft programs and various accounting programs. I have two Associate degrees in applied science and liberal arts. I served six years on a Board of Trustees for a community college, and two years as chairman of the board. I also served as trustee for four years on a local government board. I worked in a family construction business for twenty-five years. My responsibilities included bookkeeping, payroll, and procurement.
When elected my highest priorities will be:
My highest priority to the voters of Luna County is to maintain an accurate voter registration list. My second priority is to ensure the highest level of customer service to the residents of Luna County, New Mexico.
The steps I will take to enhance voter interest and participation:
I will advertise the early voting start dates and the election date in the local newspaper and the local chamber of commerce publication.
The measures I will employ to improve voting access and election security:
I will expand the locations and dates of voter registration. I will also do annual audits of the voter registration list. I will accomplish this by cross referencing death and marriage certificate registration lists.

CARMEN MAC DONALD
What skills, education and prior experiences qualify you for this office?
- Financial Expertise: I was a bilingual sales assistant for four years at Merrill Lynch in San Diego assisting all wealthy Mexican clients of four stockbrokers daily from 6 a.m. to 3 pm
- Management Experience: Prior experience in managing large classrooms in an inner-city school for almost 20 years. Organizing, planning, goal setting, with a track record of effective leadership and decision-making in educating at the secondary level. I was teaching all levels of Spanish and French. I also attended all school staff meetings and working with other language departments within the school district.
- Government Experience: I worked at Miramar airbase in San Diego as a DOD government contractor at the chaplaincy on base for 5 years. I provided weekly programs and planning music, performing on piano and holding rehearsals for both the Catholic and Protestant choirs. I was playing on the four-rank organ while directing choir from the bench.
- Communication Skills: The ability to clearly and effectively communicate information including lesson plans and clearly stated outcomes to a variety of stakeholders who were my students and parents, school officials, my school staff and my colleagues in our department.
- Integrity and Ethics: I wish to promote my commitment to ethical behavior and transparency in financial management with the help of the team at the Office of the Luna County Treasurer.
- Analytical Skills: The ability to analyze financial data and make informed decisions based on that analysis with the assistance of the team in the Luna County Treasurer's office.
- Strategic Planning: With the help of the team in our Luna County Treasurer's office, we will continue to have the ability to develop goals and implement long-term financial plans that align with the county's goals and priorities.
If elected, what are your highest priorities?
If elected as a County Treasurer, my highest priorities would be:
- Financial Responsibility: Ensuring the prudent and ethical management of public funds, maximizing returns while minimizing risk.
- Transparency: Providing clear and regular reports on financial activities to maintain public trust and accountability.
- Stakeholder Engagement: Building strong relationships with county officials, employees, and Luna County citizens to listen to and understand their needs and concerns.
- Innovation: Embracing technology to improve financial processes, enhance security, and promote efficient communication.
- Education: Continually updating my knowledge and skills to stay informed about the latest financial trends, regulations, and best practices.
As County Treasurer what investment strategies would you follow?
As a county treasurer, I would prioritize safety, liquidity, and yield in my investment strategies. I would invest in a diversified portfolio of high-quality, short-term fixed income securities such as Treasury bills, money market funds, and municipal bonds. I would also ensure compliance with legal and ethical guidelines, and regularly review the investment portfolio to optimize returns and minimize risk.
